Another finance meeting at Greenwood City Hall produced strong budgeting differences between City Manager Gerry Henke and Councilman Chris Stevenson, and also citizen Jim Nathorst.
The latter two believed that money budgeted should be spent. They noted that often it isn’t, and that over the years there is the appearance that nothing gets done. In particular they referred to parks, but their inference was general.
They also stressed that there is not enough money, if any, set aside to replace ageing equipment.
Mr. Nathorst suggested that budgeting should begin from a blank page starting at zero rather than building on previous years with slight increases and alterations.
Stevenson and Nathorst put forth many good ideas. They were not met with a spirit of “yes, let’s do it, let’s find a way” but rather there was a lingering bureaucratic attitude of “we can’t do it because”.
